What is YORP?


The National Youth Commission, also known as the NYC, is a government agency that  specifically addresses issues surrounding the Filipino youth. It was founded on the 30th of June 1995, via Republic Act 8044 or the Youth in Nation-Building Act.

NYC is  the policy-making body on  youth  affairs.  It  is  responsible  for  coordinating  and implementing programs that will help in the holistic development of the Filipino Youth. Its mandate is enshrined in the 1987 Philippine Constitution, which states:

“The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being. It shall inculcatein the youth patriotism and nationalism; and encourage their involvement in public andcivic affairs.” (Art II Sec. 3)

Pursuant to RA 8044, the NYC shall register, help, and facilitate the establishment of youth organizations and youth serving organizations through the creation of the National Registration Program (NRP). Through the nationwide registration of youth and youth serving organizations, the commission links up with the youth and facilitates active participation in its programs

Last 2001, the commission has established and published a databank on youth organization and youth serving institution which contained the profiles of organizations with the objective of providing links between and among youth organizations. In 2007, the National Registration Program (NRP) has changed its name to Youth Organization Registration Program (YORP).


The YORP, under the Regional Youth Development Division, offers a variety of assistance to its members and forges partnerships with capable young leaders.

The program aims to:

  • Inform the youth about NYC programs and projects;
  • Encourage and ensure youth participation in NYC programs;
  • Establish an official communication network between the youth and other youth development stakeholders;
  • Provide information updates;
  • Publish an updated youth organization directory; and
  • Be a program that will provide a structure for bringing the youth together.
